Dr. Rajiv Kumar Singh is presently serving as Director (Academic) at National Institute of Open Schooling, India. He is having more than 20 years of experience in the school education system and has rendered his services at various levels. He has extensively worked for curriculum planning and development at Primary, Secondary and Senior Secondary levels. He has published extensively in the area of curriculum development, technology enabled education, Open Distance Learning, and eLearning. Most recently, he has edited the book titled 'Addressing the Learning Needs of Out-of-School Children and Youths through the Expansion of Open Schooling' published by Commonwealth of Learning (COL), Canada. He is also Chief Editor of International Journal of Open Schooling (IJOS) published by NIOS.

As head of Academic Department, Dr. Singh has guided the department in successful implementation of various innovative projects and programmes in NIOS. Some of these selected interventions include:

(i) launching of thee-Library platform of NIOS- "DEEP' (Digital Education and E-Resource Platform) which has more than 12000 freely downloadable e-books and 340 e-newspapers and can be remotely accessed 24x7.

(ii)Second Chance Education and Vocational Learning (SCE) with UN Women-India.

(iii) World bank supported Project Tejaswini for socio-economic empowerment of adolescent girls and young women in Jharkhand with Government of Jharkhand.

(iv) introduction ofIndian Sign Language based curriculum which won UNESCO King Sejong Award in the year 2021 as well as development of Inclusive Education Policy.

(v) opening ofIndian Knowledge Tradition (IKT) Centre in NIOS, which  led to offering of various course and development of self-learning material in various areas of  Indian Knowledge System.

(vi) promotion of Sindhi Language and certification of certificate and diploma courses in collaboration with National Council for Promotion of Sindhi Language (NCPSL).

(vii) 'Introduction of New Course in Bhoti Language and Bodh Darshan" for the benefit ofMonastic Community of Monks at Buddhist Monasteriesin collaboration with Indian Himalayan Council of Nalanda Buddhist Tradition (IHCNBT), Ministry of Culture, Govt. of India.

(viii) imparting education to Madarsa studentsthrough collaboration with Jamiat-i- Ulema Hind Project, Islamic Madarsas and MCE Society.

(ix) Extending support and strengtheningState Open Schools (SOSs)through capacity building and other academic support.

(x) live learning support to NIOS learners through Swayam Prabha/PM eVidya channels since COVID 19 outbreak in 2020.

Dr. Singh has been on various national policy framing committees which includes Thematic Core Group for implementing Inclusive Education, Early Childhood Care and Education and finalization of Tool Kit and class room and School support Plan of Govt. of India. He also worked as the Member of Review Committee, Govt. of India for National Education Policy(NEP), 2020, the Member of Committee for implementing PM  e-Vidya Programme; member of National Focus Group to prepare Position Paper in the area of Adult Education for providing inputs for the National Curriculum Frameworks and member of Committee at Association of Indian Universities (AIU) for developing a Standard Operating Procedure for granting equivalence to the Government and Private School Boards and giving equivalence to foreign boards and boards with in the country.
